About Luis Reyes
Chief Master Sergeant (Ret.) Luis Reyes is a decorated U.S. Air Force veteran and a proven senior executive leader with over 26 years of service and leadership across global infrastructure, cyber operations, and enterprise modernization programs. He currently serves as a Senior Information Management Project Manager and Site Lead for Namauu Technological & Industrial, managing a $9M contract supporting the $5.2B rebuild of Tyndall Air Force Base’s communications infrastructure. In this capacity, he directs 22 personnel and multiple subcontractors, oversees critical IT/telecom projects, and advises stakeholders on resilient, mission-ready solutions.
Military Service
Chief Reyes began his military career in 1997 as a Communications and Computer Systems Operator, responsible for the day-to-day operation of the Air Force’s early computer and radio networks. In this position, he managed the hardware and connections that kept aircraft, ground teams, and command centers communicating, similar to an information technology technician who keeps an organization’s entire communication system running safely and continuously.
He was later promoted to Cyber Systems Operations Non-Commissioned Officer in Charge at a Cyber Command, which oversees the digital systems that connect installations worldwide. In that role, he supervised teams responsible for protecting classified data and preventing cyberattacks, comparable to leading a major corporation’s cybersecurity division charged with safeguarding all internal and external networks.
During overseas operations, Reyes served as Communications Flight Chief for an expeditionary unit in Southwest Asia, where he directed mobile communications and satellite support for deployed forces. This meant building and maintaining networks in remote, high-risk environments so pilots, medics, and commanders could coordinate missions in real time; much like setting up a city’s emergency communications network from the ground up under constant pressure.
He was then appointed Superintendent of the 690th Cyberspace Operations Squadron at Joint Base Pearl Harbor–Hickam, Hawaii. The 690th is the Air Force’s Pacific-region cyber defense center, responsible for detecting intrusions and ensuring that the military’s computer systems remain operational across the Pacific theater. As the Operations Superintendent, he managed operations, training, and technical readiness for hundreds of cyber specialists charged with defending mission-critical networks.
Luis later became the Command Senior Enlisted Advisor to the 47th Largest Retailer in the United States, the Army and Air Force Exchange Service (AAFES) in Dallas, Texas. AAFES is the Department of Defense’s worldwide retail and service organization that operates on-base stores, restaurants, and online shopping for over 30 million service members (Active, Guard, Reserve, Retired, Civilians, etc.) and their families. In this position, he served as the direct liaison between the military customer and the agency’s executive leadership, ensuring that programs, pricing, and family services reflected the real needs of troops and dependents. In addition, he spearheaded key initiatives such as drafting the business case for the Military Star Card expansion, a $2.4 billion credit program, and the creation of “Chief Chat,” an award-winning Facebook Live program that reached over 1 million viewers and increased revenue by 60%. In civilian terms, this role combined senior workforce relations and customer-experience responsibilities across a global enterprise.
His final assignment was as Superintendent of the 325th Mission Support Group at Tyndall Air Force Base, Florida. The Mission Support Group functions as the “city operations” arm of a base; it manages everything from construction, power, and housing to security forces, communications, and logistics. As the Senior Enlisted Leader to the Group Commander, Luis was responsible for the readiness and welfare of more than 1,500 Airmen who maintained the infrastructure that allowed flight operations and base services to function. Known for leading multi-disciplinary teams through high-stakes missions, Reyes helped guide $604M in Military Construction (MILCON) during the F-35 bed down (process of permanently supporting F-35 fighter jets, including the necessary facilities, personnel infrastructure and community adjustment needed to operate them at an installation permanently) at Tyndall AFB and oversaw secure communications upgrades for entry control points, disaster response, and classified network modernization. In scope, the position is comparable to overseeing the daily operations department of a small city.
Civic and Professional Involvement
Beyond his professional duties, Mr. Reyes actively contributes to military and civic communities. He serves as Vice President of the Air Force & Space Forces Association Chapter 355, President of the Breakfast Point Homeowners Association (449 Homes), Director of the Spring Vistas Homeowners Association (734 Homes) and a foster volunteer for Heartland Rescue Ranch, where he administers much needed medication to animals of all ages in addition to fostering puppies until they find a good home. His commitment to service and advocacy continues through mentoring, veteran transition support, and local nonprofit engagement.
